"Can you imagine the chaos for a taxpayer"

You make it sound like my neighbor Bob down the street has to worry about this because he bought a few shares Apple 10 years ago that he forgot about. Seriously, anyone who would be affected by this is worried about only one thing - "how do I get my taxes back to zero again?"

That ain't chaos - that's entitlement.
