I'm not even sure he cares if he wins - his priorities:
1) Stay out of jail
2) Raise a bunch of $$$

I get the sense it's the playing of the game that tickles him - winning the vote comes in 3rd - which gives him more opportunities to raise cash without having to actually do the job...
