Love this - and can see how it works for you and your agency. We've not had too many issues with proposals, but we also use them more like (hopefully!) folks use them when proposing marriage. IMHO, there should already be agreement and alignment before the proposal (design work or marriage) is made. We use it as the final/legal gut-check before they send us money and we start doing the actual work.
